David Mulford
Washington : The Bush Administration was aware that some provisions in the enabling legislation to implement the nuclear deal ``trouble'' India and would work, where it was possible, to address those issues, the U.S. Ambassador to India, David Mulford, has said. Mr. Mulford told reporters here on Wednesday that ``60 per cent'' of negotiations had been completed for a bilateral `123 agreement'. He was confident that the nuclear deal could be passed through Congress by July-end or before lawmakers break away for summer recess. ``The votes that have been accomplished in the committees thus far are very positive. There are very strong majorities and they are bi-partisan. Secondly we know that there are some outstanding issues that would have to be resolved between the two Bills," he said. "But bear in mind that, of course. the Congress of the U.S. is a sovereign body, a branch of our government. They have their own ideas about some of these things, so we have to work the process through and with India which is also a democracy.'' PTI
