Prime Minister Nehru said in Hamburg on July 16 that all countries of the world should adopt an "international code of ethics" in their foreign policy to realise the idea of "One World". A loose federation of the whole world should be created in which each country could function without interfering in the affairs of another. All countries would have to give up part of their sovereignty. Mr. Nehru was speaking to an audience of about 2,000 in the Hamburg Concert Hall where the city's university awarded him two honorary doctorates - of Law and Medicine - in recognition of his work for improving the living conditions of the Indian people and for the cause of international understanding. It was the first time that the Hamburg University had awarded two degrees simultaneously to one person and the first time it honoured a foreign head of Government. Mr. Nehru said the international code of ethics should essentially comprise the five principles which already governed India's policy - recognition of independence and sovereignty, non-aggression, non-interference in the internal affairs of others, mutual respect and peaceful co-existence.
