Mr. Sukumar Sen, Chief Election Commissioner, said in Nagpur on July 17 that new political parties like the Socialist Party (Dr. Lohia Group) and Samyukta Maharashtra Samiti would not be allotted symbols for the ensuing general elections as their electoral strength was not known. No party would be allowed to propose new symbols. If any candidate desired to contest the election on behalf of these parties, the individual would have to choose from among the free symbols, like cycle, pair of scales, etc. In that case the candidate and the party would have to intimate the Election Commission before the last date of withdrawal of candidature. The new parties might get recognition after the election on national or State basis if it was found that they had secured three per cent of the total polling figures. Mr. Sen said that the Commission was assessing public opinion in respect of the new system of marking the ballot paper.
