MYSORE: The Association of Concerned and Informed Citizens of Mysore (ACICM) has decided to file a public interest litigation (PIL) petition in the High Court against the construction of Makkaji Chowk Commercial Complex. A decision to this effect was taken at a meeting held here on Tuesday. M. Lakshman, convenor, ACICM, told The Hindu that the organisation would approach the High Court and filing a PIL petition based on six technical points. It would be supported by 20 other signatories, he said, An earlier PIL petition filed by an advocate was rejected by the High Court. It had a fresh case based on technical points, the ACICM said The commercial complex was approved by the Government following which the Mysore City Corporation (MCC) and Maverick Holdings Pvt. Ltd, the project promoters, signed a Memorandum of Understanding to complete the commercial complex on a Build-Operate-Transfer basis. The land proposed for the project is located adjoining the Town Hall and K.R. Circle. It will entail construction of a multiplex shopping mall with multi-storeyed vehicle parking facility. The project ran into rough weather with non-governmental organisations and various sections of the public raising questions regarding the economic benefit the MCC would have out of the project and alleged that the local body had failed to make a financial analysis of the returns it would get from the project. According to the NGOs, the rate of return for the MCC over the next 40 years, after which the complex would be transferred to the Corporation according to the MoU, was a pittance compared to the rate of return to the project promoters. There is confusion over the ownership of the land. More than 150 shop owners on the premises are claiming compensation before the land acquisition is completed.
