Physically challenged girl's plea dismissed

HIGH COURTROUND-UP She complained she was denied seat for a professional course

BANGALORE: The Karnataka High Court has dismissed a petition by a physically challenged candidate, who claimed that she was not allotted a seat in a professional college under the quota for students with disabilities.

In her petition, Aishwarya S. Karishankari, a native of Bagalkot, said that the State Government had issued a notification on February 28, 2006, inviting applications for the common entrance test (CET) for admissions to professional courses such as engineering and medicine.

She said that the test was conducted for those applying for the Government quota in engineering colleges and that she had appeared for the examination.

On June 18, 2006, the district surgeon of Bagalkot Hospital issued a certificate saying that Ms. Aishwarya was physically challenged. She said she was entitled for a Government seat under the physically challenged quota.

On June 26, counselling for seats started at the CET Cell. Although the process began with allotment of seats for the physically challenged, Ms. Aishwarya said that she was not eligible for a seat under the quota.

Ms. Aishwarya said that of the 129 seats reserved for the physically challenged, only 62 seats had been filled up. The remaining had been transferred to the general category, she said.The Government said that her handicap was much below the specified norm and hence she was not given a seat, it added.

Registrar's plea

The Registrar (Judicial) of High Court on Wednesday sought the court's permission for visiting Malur in Kolar district in a habeas corpus case.

The court had taken exception to the conduct of the Indiranagara police and directed the Registrar to investigate and submit a report. A Division Bench comprising Justice R Gururajan and Justice Jawad Rahim was hearing the habeas corpus petition by Shanthamma, a resident of Malur, seeking a direction to the police to produce her son before the court.
