BANGALORE: The Government will put in place a method to make payment of salaries to teachers within the fifth of every month. A policy will be devised to bring in a systematic method for transfer of teachers. Minister for Primary and Secondary Education Basavaraj Horatti said this at a meeting of teachers in the State organised here on Wednesday by the Karnataka State Primary School Teacher's Association. Responding to the complaints of teachers, mainly pertaining to irregular salary payment and discrepancies in transfers, Mr. Horatti said he was working to resolve the problems affecting teachers, including the two main issues. The main cause for the delay in payment of salaries was the absence of any method to set apart the salary component out of the money given to zilla panchayats, through which the payment was made, he said.
`Funds diverted'
"The funds granted is being diverted for development works, and this leading to delay in payment of salaries. Salaries have been delayed despite directions to make payment within fifth of each month," he said. The Finance department had agreed to the proposal to set apart the grant given to zilla panchayats. A notification in this regard would be published shortly, he said. Mr. Horatti said the Education department was considering to adopt the method of counselling to bring in transparency in transfer of teachers. "We will also devise a policy, which will state the method and also prescribe the time for transfer. This will come into force shortly and will solve 80 per cent of the problems related to transfer," he said. The method of counselling would be implemented from the next academic year, he added. Mr. Horatti gave a patient hearing to the problems of teachers for nearly three hours. A teacher from Raichur complained about non-payment of salaries since June. Another from Chamarajanagar wanted the Government to make the payments directly. A teacher from Bangalore South taluk pointed out the long time taken to pay the salary through electronic clearing system. The Minister was made aware of the problem of teachers losing seniority and related service benefits when they are transferred from one district to another. "Solutions to many of your problems can be implemented only after approval of the Finance department," Mr. Horatti said.
