CHENNAI: A writ petition seeking implementation of the rule of reservation in the appointment of faculty members in the Madras Institute of Development Studies (MIDS) has been filed in the Madras High Court. M. Ramakrishnan, a Scheduled Caste candidate, who has done a doctorate in folklore/semiotics and certificate besides clearing the national-level test for Junior Research Fellowship, said the recruitment of seven Assistant Professors in the MIDS was done without following the reservation policy. As the MIDS was a national-level public institution receiving grant-in-aid from the Central and State Governments, it should follow reservation. He referred to two recent press notifications issued by the MIDS inviting applications for various positions. Since the advertisements had not mentioned any constitutional provisions of jobs reserved for the Scheduled Castes and Scheduled Tribes, they were in violation of the fundamental rights enumerated in Article 16(4) of the Constitution and were liable to be quashed. He also questioned the modification of eligibility criteria by the MIDS and said the institution could not prescribe any qualification unilaterally for appointment to various posts other than those prescribed by the MIDS Faculty Recruitment Rules 2001. According to him, the qualifications prescribed in the advertisements were "totally at variance with the Rules."
