KATHMANDU: The talks between top leaders of the Seven-Party Alliance (SPA) and Maoist rebels scheduled for Friday have been deferred to "carry out extensive homework". "The talks will now take place next week, possibly as early as Sunday," said a member of the Government's negotiating team. However, there was no official announcement of the postponement. The negotiating teams of the Government and the Maoists met on Thursday afternoon to finalise the agenda for the talks. Pradeep Gyawali, Minister for Culture and Tourism and a member of the Government team, said the talks would focus on the content of the interim constitution, constituent assembly formation process, redrawing of the constituencies for elections and arms management. A high-level United Nations team will arrive here on July 27, according to Deputy Prime Minister and Foreign Affairs Minister Khadga Prasad Oli, to begin talks on the terms and scope of the world body's involvement in decommissioning arms. Prime Minister Girija Prasad Koirala had sent a letter to U.N. Secretary-General Kofi Annan seeking the U.N.'s involvement in managing, monitoring and decommissioning of arms.
