King Bhumibol Adulyadej of Thailand has signed a decree for a general election to put the country, hit by a prolonged political crisis, back on course. Endorsing the Government's proposal, the constitutional monarch set October 15 as the poll date. And he took the unprecedented step of annotating the decree with a note that spelt out his desire to see the country hold a fair and free election as a prelude
