Prime Minister Manmohan Singh's assertion that we do not need POTA because there are many other ways of dealing with terrorism and that strengthening the intelligence and security apparatus would do is debatable. What we need is a comprehensive change on all fronts. We need tougher laws, speedy justice, better intelligence, efficient and independent investigating agencies, and, most importantly, a change in the way people think.

* * * The `no POTA' group opposes it on two grounds it will be abused to stifle political dissent and it will be misused against religious minorities. The first shows a naive belief in the politicians' incapacity to utilise instruments such as the CBI, the DRI, and Income Tax to promote political power and stifle political dissent. As for the second, it is improper to support indiscriminate violence against innocent people on grounds of perceived religious intolerance.
