Funds flow: State wants procedure simplified

Thiruvananthapuram: The Tamil Nadu Government wants the Planning Commission to simplify the present procedures for flow of funds under the Centrally Sponsored Schemes (CSS) to States so that funds transfers are not bogged down by red tape.

Presenting the State Government's views on Draft Approach Paper for the 11th five year plan at the Southern States consultation meet here, Tamil Nadu Planning Board Vice-Chairman M. Naganathan said that the State agreed that instruments such as Fiscal Responsibility and Budgetary Management Act needed a review to provide financial flexibility.

"We emphatically urge that this flexibility should not be restricted to the Union Government, but should be extended to the States," he said. For this purpose, he wanted the Centre to take necessary steps to moderate the effect of the 12th Finance Commission recommendations.

On CSS, the Government asked the Centre to desist from micro-level planning and execution, which was the responsibility and prerogative of the States. — PTI
