Explaining his resignation from the Union Cabinet, the former Finance Minister, Mr. C.D. Deshmukh, declared in a statement in the Lok Sabha on July 25 that he had done so as a protest against the separation of Bombay City from Maharashtra and against the non-institution of an inquiry into the police firings in Bombay. He said the decision of January last about Central administration for Bombay City was not taken "in the full Cabinet." He described the Prime Minister's announcement in Bombay last June about the future of the city as "extraordinary". The Prime Minister's explanation that he was free to announce the Government's decision was invalid as in no sense was this a decision of the Government, he added. Mr. Deshmukh said: "It is true that a committee of the Cabinet was constituted to decide boundary matters, but it was never the intention that the committee should decide the fate of Maharashtra and Bombay City on behalf of the Cabinet. In any case I have a grievance that I was not consulted in regard to the specific decisions announced, although as a Minister, specially interested territorially and electorally, at least courtesy demanded that I should have been. My complaint is that the Prime Minister and the committee have arrogated to themselves powers not delegated to them by the Cabinet."
