MANGALORE: Campaign Against Child Labour (CACL), a Non-Governmental Organisation has submitted a memorandum to the President through the Deputy Commissioner, demanding that a Central legislation on the right to education be implemented. The Model Right to Education Bill, 2005 was intended to make the 86th amendment to the Constitution (that made education a fundamental right) a reality. But the Centre has now decided to let states enact individual legislations on the issue. After having considered a draft bill for ten months, the Government has directed States and Union territories to amend the existing laws or enact new legislations. Further, States have not been assured of the funds needed to implement these laws. The organisation has demanded that the Government take a fresh look at Kothari Commission's proposal in 1986 that had criticised the disparities in Government and private schools in terms of educational facilities, and suggested the implementation of a common school system. In view of these recommendations, the Model Right to Education Bill, 2005 must be revised, it added.
