NEW DELHI: Connaught Place witnessed chaotic scenes on the first day of introduction of a new traffic circulation plan by the Delhi traffic police and the NDMC on Tuesday.

"I am used to taking a right turn near Nirula's restaurant towards the inner circle on my way to office every day. But today I was surprised to find that the turn had been blocked. Even more surprising was that the new traffic regulation instructions, which were written in small letters, had been pasted in such a manner that they were not easily identifiable," said Nirmal, a resident of Minto Road, adding that there were many like him who were exasperated over the change in the traffic circulation scheme at Connaught Place.

For their part, the traffic police said the new plan was brought in to discourage motorists from using Connaught Place's inner and outer circles as transit routes. As per the new regulation, there are only two entry points through radials from the outer to the inner circle, and two exit points from the inner to the outer circle. Radial roads No. 1 and No. 4, Janpath and State Entry Road, have been made entry points, while Radial Road No. 2 and No. 6, Baba Kharak Singh Marg and Radial Road opposite Nirula's restaurant, have been made the exit points to the outer circle.

Minto Road, which was till now used as the exit route from the inner to the outer circle and DDU Marg, has been closed for traffic. It will be used for parking between the inner and the outer circle. Panchkuian Road and Barakhamba Road will also be used for parking purposes only.

Entry to the Palika parking lot through Sansad Marg, which was hitherto available only from the inner circle, will now be available from the outer circle. "No parking on Janpath, State Entry Road, Baba Kharak Singh Marg and the Radial Road opposite Nirula's restaurant will be allowed," said Deputy Commissioner of Police (Traffic) D.P. Verma.

A 20-second phase has been provided in the traffic signals to allow pedestrians to cross over to the outer circle road. Re-routing of buses has also been done to de-congest the outer circle. "Our main goal is to make the inner circle a pedestrian's zone," said a senior traffic police officer.
