Moving for consideration the States Reorganisation Bill, as reported by the Joint Select Committee, the Home Minister, Mr. G.B. Pant, told the Lok Sabha on July 26 that any delay in reorganising the States would be harmful. Already constructive activities had suffered a lot. The sooner the new States were formed the better it would be and it would then be possible for all to concentrate on the work of reconstruction. He expressed the hope that the controversy over the States "will subside and will be set at rest" now that the Bill had reached the penultimate stage. He pointed out that in order to allay the misapprehension of a section of the people, the Joint Select Committee had specifically mentioned in its report that the decision in regard to Bombay City would be reviewed in five years in accordance with the statement of the Prime Minister in Bombay. He said the Bill as it emerged from the Joint Select Committee was an improvement on the original Bill and it carried the almost general support of the entire Committee except on a few matters, most outstanding of which was Bombay. "If there are still any points which admit of improvement, efforts will be made in that direction so that the scheme of reorganisation is launched with the goodwill of all."
