Mayor's election may be delayed further

Karnataka High Court has sought reservation charts

MANGALORE: A legal wrangle has delayed the election of the Mangalore mayor. The sixty-member Mangalore City Corporation Council should have elected the new mayor on July 24, 2006. But it appears that the elections will be delayed further.

The Karnataka High Court has sought overall reservation category charts from all six urban local bodies.

Kallige Tharanath Shetty of the Congress, who is coordinating with High Court advocate Jayakumar Patil, said that the court's decision to ask for the chart stemmed from the fact that the reservation pattern could not be changed by individual city corporations. The changes could be considered only when they affected the overall distribution of posts among different reservation categories.

In the case of the Mangalore City Corporation, the State Government changed the reservation category for the mayor's post from general (women) to general and in the case of deputy mayor it was changed from general to general (women) category. According to Mr. Shetty, the court had asked Advocate-General Uday Holla to examine the effect of these changes on the overall reservation pattern in other corporations also.

If the delay in electing the mayor continued, the elections might be put off altogether and the present Mayor, K. Ashraf, might continue for the next ten months. But he would have no power to convene the council, said Mr. Shetty.
