Thiruvananthapuram: Home Minister Kodiyeri Balakrishnan on Wednesday said the Government would bring in a new law to crush organised crime in the next Assembly session. Inaugurating the `Maithri Suraksha Scheme,' community policing initiative of the city police, the Home Minister said the Kerala Police Act would be suitably amended to fix responsibility on policemen who are responsible for torture. The Government was against third degree methods in police stations, he said. Distributing identity cards to residential association members helping the police patrol housing colonies at night, Mr. Kodiyeri said the volunteers should not act as vigilantes, self-appointed groups of people who undertake law enforcement in their community without legal authority. Vigilante action on the part of the volunteers could precipitate "a new law and order situation." He said volunteers of the Maithri Suraksha Scheme should be the eyes and ears of the police and not law enforcers. Additional Director General of Police Jacob Punnoose urged the volunteers to live up to the trust vested in them by the police department. He said public cooperation would help the police become more efficient. City Police Commissioner Manoj Abraham said the volunteers should act as friends of the police.
