Prime Minister Nehru told the Congress Parliamentary Party in New Delhi on July 27 that he was very much hurt by some of the remarks made by the former Finance Minister, Mr. C. D. Deshmukh, in the Lok Sabha on July 26 while explaining the reasons for his resignation. Mr. Nehru said that while Mr. Deshmukh was free to act as he liked and was entitled to have his own opinion, yet the allegation that the Cabinet was not consulted on important issues was entirely wrong. He stressed that almost all aspects concerning the reorganisation of States were thoroughly discussed by the Cabinet and in fact there were occasions when they had heated exchanges among them. But ultimately whatever decision was announced, it was an agreed one. Mr. Nehru referred to Mr. Deshmukh's statement and said there was an element of acrimony in it. It hurt him to hear Mr. Deshmukh say that he (the Prime Minister) had not been fair to his colleagues. On the other hand nothing was imposed on anybody. All matters were thoroughly discussed. In all these problems the means were more important than the end and fissiparous tendencies should be avoided. Mr. Nehru revealed that when the Joint Selection Committee discussed the SR Bill it was suggested that members from different States could meet and settle the boundary disputes or refer them to an arbitrator.
