Unfair criticism

What do the U.N. and the world expect of Israel following a terrorist attack? Call a press conference and release a statement condemning the attack and then go back to business as usual till the next attack takes place to be followed by another press statement? One cannot start a war and expect it to be fought on one's terms. It is foolish to suggest that Hizbollah will give up arms if Israel stops its attacks.
