PALAKKAD: The conference of the Kerala State Excise Staff Association has pposed the State Government move to recruit 145 preventive officers through the Public Service Commission (PSC) in the Excise Department. A resolution here on Monday said the Government had reported 145 vacancies of preventive officers to PSC when there was none of them. A decision was taken to amend the special rule for direct recruitment of preventive officers in 2003. Excise guards were not getting promotion because their basic qualification was fixed as SSLC. The existing practice was to promote senior guards as preventive officers. But now the move for direct recruitment of preventive officers was taken under the plea that the special rule amendment was not carried out. This would break the morale of the excise staff. So, the special rule giving power for direct recruitment of preventive officers had to be amended, the resolution said. It also demanded to correct the anomalies in the wage revision effected in the Excise Department by making it equal to that of police officials. The resolution demanded the appointment of Excise Circle Inspectors in major inter-State check posts of Walayar, Amaravila, Aryankavu and Manjeswaram. It also demanded change in the present Abkari Act and avoiding unscientific penal clauses on offences under it. The resolution demanded the manufacture of Indian Made Foreign Liquor (IMFL) in the Chicops Distillery in Chittur and Mannam Sugars in Pandalam after modernising these co-operative distilleries. The conference re-elected V.R. Rajan (Palakkad) president and K. Ravikumar (Kollam) general secretary.
