NEW DELHI: Union Finance Minister P. Chidambaram will table the Pathak Inquiry Authority report on the oil-for-food scam, together with the Action Taken Report, in Parliament on Monday. Giving this indication here on Saturday, Parliamentary Affairs Minister Priyaranjan Dasmunsi said that for the first time an ATR would be presented to Parliament within four days of the Government receiving an inquiry report. Justice R.S. Pathak submitted his report to Prime Minister Manmohan Singh on Thursday evening. The panel went into allegations that oil vouchers were given, under the United Nations oil-for-food programme for Iraq, to certain individuals by the erstwhile Saddam Hussein regime. The U.N.'s Volcker Committee alleged that the former External Affairs Minister Natwar Singh and the Congress were non-contractual beneficiaries of the oil vouchers, which were sold to trading firms for a commission. While exonerating the Congress, the Pathak panel has apparently found Mr. Singh guilty of "misusing" his position to obtain oil vouchers for friends and relatives. With Mr. Singh issuing veiled threats that he had information which he would disclose at the appropriate time, the Congress, it seems, is getting ready to part ways with him. Union Minister of State for Home Shriprakash Jaiswal told some television channels that if Mr. Singh were to decide to leave the Congress he would not be stopped. His quitting would in no way weaken the party, Mr. Jaiswal said. The Communist Party of India (Marxist) has demanded a probe into the oil vouchers secured by the Reliance group, which was also a "beneficiary" mentioned in the Volcker Report. Polit Bureau member Sitaram Yechury said over telephone that the party had from the beginning demanded that the oil voucher deal struck by Reliance be also probed.
