Lok Ayukta clears three cases at camp court

Asks civic body to continue anti-larva operations

VIJAYAWADA: Andhra Pradesh Lok Ayukta R. Ramanujam on Thursday expressed satisfaction over the measures taken by the municipality and asked the civic body to continue anti-larva operations.

He cleared three pending cases and adjourned the clearance of another case for Friday in a camp court conducted at the State Guesthouse.

Responding to a petition filed by J. Srinivasa Goud, a social worker and former sarpanch of Guradaja village in Pamidimukkala mandal of Krishna district, that the Machilipatnam municipality failed to maintain sanitation resulting in breeding of mosquitoes in open drainages, the Lok Ayukta summoned the Municipal Commissioner.

The Commissioner sent a report to the Lok Ayukta through sanitary inspector explaining the measures being taken by the civic body to keep the town clean. Justice Ramanujam found fault with the Commissioner for not attending the camp court. He, however, was convinced with the reply of the municipality.

On a petition filed by A.B.R.K. Prasad, a civil liberties activist from the city, that officials of the APSRTC Krishna division were not issuing passes to attendants of the physically challenged, Justice Ramanujam sought an explanation from RTC regional manager M. Seetapathi.

Mr. Prasad alleged that RTC officials were insisting that physically challenged women should submit a photograph justifying the disability for issuing a pass. Mr. Seetapathi said that passes would be issued to attendants only when a doctor certified that the physically challenged person could not carry his luggage during journeys. He clarified that the women applicants would have to submit a passport size photograph, while the male applicants would have to attach a photograph showing the disability.

"Had the complainant apprised me of the problem before presenting it before you, I would have solved it earlier," Mr. Seetapathi told Justice Ramanujam.

Petition quashed

The Lok Ayukta quashed a petition filed by K. Krishna Simha of Prakasam district against Karamchedu village panchayat. The complainant alleged that the panchayat laid a road in his land. After going through the records submitted by panchayat officials, Justice Ramanujam felt that the complaint was not justified.

Referring to a compliant lodged by members of Primary Agriculture Cooperative Society (PACS) in Vattigudipadu of Krishna district that Registrar of Cooperative Societies asked the local court to stop trial against the secretary of the PACS, who faced charges of corruption, the Lok Ayukta said that he had to verify whether the Registrar had the powers to ask a court to stop the trial. He postponed the argument to Friday.
