Bangalore: The Government must disengage from participating in the primary and secondary education sector, said N.R. Narayan Murthy, chief mentor of Infosys.

He was speaking at the book release of `Evolution of Markets and Institutions: A study of an Emerging Economy' on Friday.

Competition

In an interactive session, Mr. Murthy said that in urban and semi-urban areas, the Government should aim at creating competition among schools. People from economically backward sections could be given subsidies and allowed to choose the schools they wanted to send their children to, he said

In rural areas, parents' associations could be started to manage the schools, he said.

These associations could be given the power to take decisions on employing teachers and this would bring about accountability in the system, Mr. Murthy said.

Transparency in functioning brought in accountability and the Right to Information Act gained importance because it enabled transparency, he said. If the proposed amendment to the Act came through, then it would be the biggest defeat that the country faced in recent times, he said.

Proposing another way in bringing about transparency and accountability, Mr. Murthy said that work-flow software could be introduced in government offices.
