HUBLI: Minister for Primary and Secondary Education Basavaraj Horatti has said that the State Government is seriously contemplating banning use of cellphones in schools and pre-university colleges and also sale of gutka around these institutions. Mr. Horatti told presspersons here on Saturday that shortly a meeting in this regard would be called to decide on the issue.Mr. Horatti said the State Government had plans to start special libraries for children in each district, and a grant of Rs. 3 lakh had been released for every district. Initially, these special libraries would be set up at district Bal Bhavans, he added. To a question he said the Government would come out with an ordinance on a comprehensive policy of transfer of teachers within a month. The Minister said the State Government was thinking of giving grant-in-aid to more than 300 high schools established before July 1992. The State Cabinet would decide on it after a through discussion, he added. To another question the Minister clarified that the Government had sanctioned high schools based on the recommendations of Dr. Nanjundappa committee report. The Minister conferred State-level awards on 16 high school teachers for their outstanding work under "Hadihareyada Shikshana" programme.
