Last year Parliament passed the historic Right to Information Act, which sought to strengthen transparency in the government's functioning. Hardly a year into its implementation, there is a move to amend the Act to exempt file notings from its purview. File notings indicate the basis on which a decision is taken. In a participatory democracy, it is the right of every citizen to know the reason behind a decision. This fundamental tenet of democracy will be rendered a mockery if the amendment is passed.

Although India has the label of the world's largest democracy, the real strings of power are in the hands of a few who occupy the heights of the government machinery. They will not allow any reform that will dilute their vested interests.
