SRINAGAR: Senior IAS officer in Jammu and Kashmir M. Iqbal Khandey on Thursday became the first accused in the sex scandal to be granted bail. A local court gave him bail on health grounds. Principal District and Sessions Judge Mohammad Yaqoob Mir granted an interim bail till further orders but imposed conditions that include restrictions on his leaving Srinagar without permission. He also directed Mr. Khandey to submit Rs. 1 lakh for bail and a like sum in surety, besides making his appearance in court on every date of hearing. The judge warned Mr. Khandey against attempts to tamper with evidence or witnesses. Mr. Khandey, whose bail plea was rejected on July 18 by the Chief Judicial Magistrate, was granted bail on the basis of report by a three-member team of doctors from Sher-e- Kashmir Institute of Medical Sciences. The team said the officer was diagnosed to be suffering from cancer. He had been treated for lung cancer and doctors apprehend that he might contract infection if lodged in a crowded room. At the time of arrest Mr. Khandey was posted as Principal Secretary (Planning). He is among the few direct IAS officers from Kashmir. The judge rejected the CBI plea that Mr. Khandey might tamper with evidence or witnesses.
