Four days left for public to give their suggestions

Centre's notification on mixed land use and building by-laws


  • The 30-day deadline expires on August 21
  • Authorities will scrutinise the public suggestions
  • Notification likely on the first week of September

    NEW DELHI: Only four days are left for the 30-day deadline set for the public to give their suggestions on the July 21 notification of the Union Urban Development Ministry notifying a portion of the Tejinder Khanna Committee report on mixed land use and building by-laws for residential plotted properties in the Capital.

    According to sources in the Ministry, the deadline for giving suggestions would expire on August 21 and after that the authorities would scrutinise the public suggestions and feedback received on the issue.

    It would take another 10 days for the authorities to sift through the various suggestions and then a notification could be issued in the first week of September.

    It is expected that with the new notification coming into force, a large number of people would get some relief as the Tejinder Khanna Committee has recommended mixed land use in colonies belonging to various categories except for the A and B category colonies.

    It is learnt that the Delhi Development Authority and the Union Urban Development Ministry have been flooded with submissions from various residents' welfare associations and trade associations objecting to giving such sweeping powers to the area RWAs for allowing any kind of activity in not only A and B category but also in C and D category.

    Associations' view

    The associations are of the view that since the present system of registering an RWA is not in place, anyone could form a small body and set up an RWA. There are instances where one locality has two to three RWAs working without any checks or balances in place.

    "Such a situation is likely to complicate the situation as there could be vested interests who could form a parallel set-up and cerate problems in various forms. This would provide a handle to the RWAs to have the last word on the issue and this should not be allowed at any cost,'' a senior official remarked.

    Sources said all such issues would also be taken up during scrutiny and things would be worked out in such a manner that there is a harmonious integration of mixed land use in residential areas without disturbing the basic ambience of the area.

    It is understood that while the Government is keen to go ahead with the new notification in order to provide relief to the people, it is simultaneously working on a plan to speed up work for finalisation of the Master Plan for Delhi-2021 draft so that it is also put in place before the end of this year.

    Already the authorities have finalised and notified a majority of the zonal plans as desired by the Supreme Court.
