Civic amenities for resettlement colonies in Delhi recommended

Report of Parliament's Standing Committee for Urban Development

NEW DELHI: Parliament's Standing Committee on Urban Development has in its 16th report recommended that before rehabilitating slum dwellers in the Capital's resettlement colonies all infrastructure arrangements should be made so as to ensure public health, hygiene, food and water to the residents of the resettlement colonies.

It has also expressed the desire that the Delhi Development Authority should make integrated efforts in coordination with the Municipal Corporation of Delhi and the Delhi Jal Board to provide much-needed civic amenities to the urban poor who do not afford to construct toilets in their resettlement colonies.

The Committee said while the provision of basic amenities in relocation sites is the responsibility of the slum and Jhuggi-Jhompri wing of the MCD and the DJB and the Government in its action taken reply has stated that backlog of sanitation and other services in the resettlement colonies is mainly due to delay in the provision of services by these two departments, it was not convinced with the reply.

"Although the Master Plan for Delhi-2021 proposes basic amenities in resettlement colonies, the Committee is of the firm view that the urban local bodies and DDA have a bounden duty and responsibility of providing basic amenities in all the urban areas including resettlement colonies in Delhi,'' the report says.

Panel had also recommended that DDA should develop housing structures for the urban poor with proper sanitation facilities and relocate people living in squatters and slum tenements in appropriate areas.
