NEW DELHI: Facing an acute shortage of engineers, the Municipal Corporation of Delhi has now decided to recruit junior engineers for one year on an ad hoc basis. All these junior engineers will be posted mainly in the Building Department so that the ongoing drive against illegal constructions and unauthorised commercial establishments across the city can be stepped up. Stating that the civic body will soon be putting out advertisements for recruitment seeking applications from those having diploma in civil engineering, a senior MCD official said more than 250 posts of junior engineers are lying vacant in the civic body, severely affecting routine work, particularly in the Building Department that is responsible for checking illegal and unauthorised constructions in the city. During the past few months, at least nine junior engineers have been sacked for their role in allowing illegal constructions in their areas. Similarly, several junior engineers have been charge-sheeted for the same reason and transferred from the Building Department. Hence, the crisis is more serious in the Building Department as the civic body is unable to carry out routine checking of illegal constructions in the city. The MCD official informed all the new junior engineers would be mainly looking after work related to illegal and unauthorised constructions and take action against them. One of the main reason behind mushrooming of illegal structures across the city was the acute shortage of engineers in the civic body, a report in this regard has already been submitted in the court, he added. During its review last year, the MCD found that only 485 junior engineers were working against the sanctioned strength of 774, while only 323 assistant engineers have been recruited against the required strength of 1,022. Similarly, against workable limit of 345 executive engineers only 93 were posted, while against the prescribed norms of 86 superintending engineers just 26 were working. In case of chief engineers, there should be at least 21 officers, but only seven were working in the civic body at the time of submission of the review report.
