NEW DELHI: Chief Minister Sheila Dikshit on Thursday blamed multiplicity of authority for the impediments caused in the development of the Capital. Stating that "multiplicity of authority in Delhi is a critical impediment to speedy implementation of developmental projects and the habit of shifting of responsibilities has also developed," she said this was what had been creating bottlenecks on the way of Delhi becoming a world-class city. The Chief Minister appreciated the various suggestions made during a meeting of the Planning Board relating to implementation of the National Capital Region (NCR) concept. She exhorted all NCR States to render reciprocal cooperation to Delhi Government in development of the entire region. Ms. Dikshit said there would be a big change in the quality and quantity of the public transport system during the next two to three years in Delhi. She stressed the need for constructing new buildings amalgamating the concept of green buildings. On the power front, she said, while in 1999 the peak power demand was only 1,900 MW, it had gone up now to 3,900 MW. With this demand expected to grow further, Ms. Dikshit said an additional 400 MW power supply would be ensured in the next three to four years and for this agreements with various corporations including the Damodar Valley Corporation (DVC) were being entered into. The Chief Minister also emphasised the need for developing common facilities in the NCR.
