No clarity on subject transfer, says United Teachers' Federation

UTF resolves to oppose transfer of School Education to local bodies

ELURU: N. Narayana, general secretary, State committee of the United Teachers Federation (UTF) on Friday said the State Government lacked clarity on the issue of transferring the subject of School Education, among others, to the Panchayat Raj institutions in line with the 74th amendment to the Constitution.

Panchayat Raj Minister J.C. Diwakar Reddy called for a meeting with teacher organisations on August 29 to enlist their support in favour of transferring the subject from the State Government to local bodies. At the same time, the State Government was also preparing the ground to make an Act basing on the Centre's `Model Right to Education Bill', which, however, did not make any mention of devolving School Education to the PRIs, Mr Narayana said at a press conference here.

`Mandatory'

He said the Centre had made it a mandatory for the State Governments to pass the `model bill' in their Assemblies and ensure that seeking elementary education from the State was a fundamental right to every citizen in the country.

He expressed the UTF's resolve to oppose the transfer of School Education to local bodies.

He asked the Government to give a commitment to the effect that the existing counselling system for teacher transfers would not be dispensed with even after the devolution.

Vesting powers of recruitment with ZP without counselling system tended to breed corruption, he said.
