Relocation plan in Uganda

KAMPALA (Uganda): The Government of Uganda has drafted an emergency plan to resettle nearly 2 million displaced by the brutal 19-year insurgency in the country's north, the Prime minister said on Thursday, two days after a truce with rebels began.

The recovery plan also calls for improving infrastructure in northern Uganda and replacing soldiers with civilian police as the main security force there, Prime Minister Apollo Nsibambi told journalists.

Fighters for the rebel Lord's Resistance Army are moving to two predetermined assembly points in southern Sudan, and the Government has photos to prove this, Deputy Defence Minister Ruth Nankabirwa told reporters, without giving details or providing the photos. — AP
