Unruly scenes inside Assembly

BJP MLAs storm into well over Tewari remark

LUCKNOW: Unruly scenes were witnessed in the Uttar Pradesh Assembly on Thursday when Bharatiya Janata Party members entered the well of the House. This led the Speaker, Mata Prasad Pandey, to adjourn the House for 20 minutes. The BJP MLAs were protesting against alleged attempt of the Congress to bail out the Government from a tight position.

It was during Zero Hour when senior BJP MLA Kesari Nath Tripathi sought permission of the Chair to give a clarification on comments made against him by Chief Minister Mulayam Singh Yadav on August 23 in the latter's reply on the law and order situation in the State.

The Speaker told Mr. Tripathi that he (the BJP Member) was not present when the Chief Minister gave his reply to the debate and today the Chief Minister, who is the leader of the House, was not present. He permitted the BJP member to give his clarification only in the presence of the Chief Minister.

Congress Legislature Party leader Pramod Tewari quoted the House rules to press home his point that Mr. Tripathi could not clarify his position in the absence of the Chief Minister. He said the BJP member's clarification was not required as the CM had made no allegation of criminal intent against Mr. Tripathi nor made any insinuations.

Protesting against the Congress member's remarks, the BJP MLAs stormed the well and raised anti-Congess slogans. Laxmikant Bajpai (BJP) alleged that the Congress role was tantamount to hijacking the agenda and said that it was an attempt to bail out the Government and place the BJP in the dock.

Following the refusal of the BJP members to return to their seats, the Speaker adjourned the House for 10 minutes and then again for another 10 minutes. During the recess, Mr. Pandey summoned Parliamentary Affairs Minister Mohammed Azam Khan, Leader of Opposition Lalji Tandon and Mr. Tripathi to his chamber for thrashing out the issue. When the House re-assembled, the Speaker said he would look into the complaints and take steps to get some remarks and comments expunged from the proceedings. .
