NEW DELHI: Delhi Bharatiya Janata Party president Harsh Vardhan on Thursday accused the Congress, which has been ruling Delhi for the past eight years and at the Centre for the last three, of delaying implementation of the Master Plan for Delhi-2021 and thereby exposing a large number of citizens to the drive against unauthorised construction. Expressing concern at the fact that the hammer would soon fall on numerous schools, banks, shops, houses, hospitals, banquet halls and even religious places which have come up in an unauthorised manner, Dr. Vardhan charged that "the hidden intention of the ruling party was to make a large portion of the population migrate out of Delhi so that its failures could be covered up". With the population of Delhi being 1.5 crores and with more than 6 lakh people coming here each year, he said, the situation was already bad with most people not having access to power, water, education, health, security, accommodation and employment. "The Human Development Report 2006 has pointed out that 75 per cent people were not satisfied with the power system while 30 per cent were not getting even a drop of drinking water, and about 2 lakh children were not able to attend school," he said. On the issue of courts ordering sealing and demolition, he said this was happening only because they were not pleased with the way the Government was functioning. Expressing surprise that the demand of the Opposition for calling an emergency session of the Legislative Assembly had been ignored, Dr. Vardhan said, "It is time that Chief Minister takes up the issue seriously with the Centre."
