English has been accorded an equally honoured place with Hindi in the scheme of secondary school education adopted by the conference of State Education Ministers which was in session in New Delhi for two days. The new scheme envisages that before conclusion of the secondary school stage, the pupils should be taught three languages, the mother-tongue or the regional language, English and Hindi. For those who have Hindi as the mother-tongue, another independent language should be taught. English should be compulsory at the university stage. Although the conference fought shy of the word "compulsory," the consensus of opinion, with the solitary exception of Saurashtra, was that the teaching of English should be compulsory not only at the secondary stage but also at the middle, senior basic and lower secondary stage. The conference agreed that the question of recognition of the new pattern of secondary education and the three-year degree courses should be discussed and settled quickly with the universities and the boards of secondary education. It approved of the proposal for increased attention being given to the promotion of physical education, games and sports and extra-curricular activities in schools.
