Sealing drive as per court guidelines, clarifies MCD

NEW DELHI: The Municipal Corporation of Delhi on Monday clarified that its sealing squads would not target nursing homes, pathological laboratories, liquor shops and schools (except for play schools not operating from ground floor) during its ongoing action. "We will mainly target hazardous and polluting business and other trade not covered under the Delhi Laws (Special Provisions) Act, 2006," said Municipal Commissioner A. K. Nigam.

Replying to the Councillors' queries on the ongoing sealing drive at the Standing Committee meeting, Mr. Nigam said: "We are adopting a practical approach while undertaking the drive so that people and traders are not unnecessarily harassed. We are also consulting with the Supreme Court-appointed Monitoring Committee wherever we have doubts. We will go as per the provisions of the Master Plan and by the court guidelines." "We are carrying out our drive as per the notification issued by the Centre and seal businesses and trade not covered under the new Act. The Centre's notification came into force on August 18 and we should have begun the sealing drive from the next day itself. But we discussed this with the Monitoring Committee and decided to give traders time till August 31 so that they could wind up their businesses and stop misusing their premises," he added.

Stating that the sealing drive would target only pre-primary schools illegally running from residential areas, Mr. Nigam said they were also discussing with the Monitoring Committee to end the provision of ownership for professionals as more than 90 per cent professionals were operating from rented accommodation. "We might provide some relaxation to them," he asserted. Similarly, nursing homes and pathological laboratories operating as per the provisions of the Master Plan would not be touched.
