This refers to the editorial "Another chance for CAS" (Sept. 4). The Government's decision to introduce the Conditional Access System in the three remaining metros from next year is welcome. The Government should examine the Chennai precedence and make suitable changes in the coming days. Of the television viewers, a major chunk lives in semi-urban and rural areas. In metros, consumers can purchase set-top boxes and opt for channels of their choice. Rs.5 a month for a channel is quite low for the urbanites, who spend hundreds of rupees on the internet and cell phones. CAS should, therefore, be introduced in semi-urban and rural areas. STBs should be supplied to the customer on monthly rent.

Hats off to TRAI, which has fixed a maximum tariff of Rs.5 a channel a month in cities where CAS is operational. There is no doubt that it is a subscriber-friendly move. It is only now that the usefulness of CAS is evident. Earlier, CAS and STBs were jargons. Cable operators, however, intend to charge existing rates in non-CAS areas. TRAI must look into it too.
