Prime Minister Manmohan Singh's call to Chief Ministers to assuage the feelings of insecurity among Muslims (Sept. 6) is appropriate. Whether it is people belonging to the minority or the majority community, the state cannot harass the innocent. But in the same breath, Dr. Singh has warned of possible terror attacks. Terrorists do not function in isolation. Many locals supported by Pakistan harbour them. Unless the Government deals with them, terrorism cannot be curbed.

The Prime Minister's warning of possible human bomb attack on nuclear establishments is very serious. The two major nuclear accidents, one on Three Mile Island in March 1979 and the other at Chernobyl in April 1986, caused irreversible damage. As nuclear radiation can jeopardise human life for decades, it is the duty of every Indian to assist in protecting the environment and population. The terrorists must be prevented from gaining access to fissionable material.
