Kozhikode: After initial hiccups, the Lucky VAT scheme seems to be catching up in Kozhikode district. But it is the painstaking efforts of the officials of the Department of Commercial Taxes, which needs to be appreciated. Officials organised a district-level inauguration of the scheme at Town Hall last week. And when they thought of a scratch card needed for the inaugural programme, Deputy Commissioner K.J. Valsala Kumari persuaded her husband S. Rajan, attached to the Department of Economics, Kozhikode Government Arts and Science College to buy a DVD player. Thus the scratch card obtained after purchasing the DVD player was used for the inaugural function. However the card, which was inaugurated by Kozhikode District Panchayat president K.P. Kunhammed Kutty, failed to win any cash prizes. This made a few people on the dais to whisper. "Is this a hoax?" Officials say that the Lucky VAT has been modelled on a scheme successfully implemented in Venezuela and China. Seeing Kerala faring well, other State Governments are planning to introduce the scheme.
