CHENNAI: A habeas corpus petition seeking to produce the person of a seafarer, reported to be missing in the high seas since August 15, has been filed in the Madras High Court. A Division Bench comprising Justice P. Sathasivam and Justice S. Manikumar has ordered notices to the Director-General of Shipping, the Union Ministry of Shipping, the External Affairs Ministry and one Noah Marine of Navi Mumbai, returnable in two weeks. The Inspector of Royapuram station who, according to petitioner R. Pushpalingam, declined to receive complaint in person too has been issued a notice. According to the petitioner, his brother Sivalingam was signed up as Chief Engineer of a ship m.v. Diana, registered in Panama and flying the flag of Panama, six months ago. On August 15, the family members were informed that Sivalingam was missing after the ship "sank" in the mid-sea. However, despite repeated queries for more details on the alleged incident, the shipping company did not furnish any information about the whereabouts of Sivalingam. The Director-General of Shipping failed to investigate the matter and furnish details, in spite of formal representations and media reports, petitioner alleged.
