NEW DELHI: The Union Public Service Commission (UPSC) has rejected the applications -- filed under the Right to Information (RTI) Act seeking information on cut-off marks and model answers and individual marks -- by various civil services aspirants alleging a faulty selection procedure in the Civil Services (Preliminary) Examination, 2006. According to Transparency Seekers, the forum of aggrieved candidates, the Commission has said that the information sought through the applications formed part of their crucial secrets and intellectual property (as per provisions of Section 8 of the RTI Act) and, as such, the information did not serve any public interest. The Commission has further stated that it had already mentioned that the preliminary examination was only a screening test and that no mark-sheet would be supplied to candidates. Hence the Commission was not constrained to share the information sought. The aggrieved students had demanded information on cut-off marks, model answer sheets and individual marks obtained by each candidate.
