dated September 13, 1956: UK-French moves on Suez

Britain and France, winding up their vital talks on the Suez Canal issue on September 11, stated in London that they were determined "to resist by all appropriate means any arbitrary interference with rights established under international agreements." A communique issued after discussions between the British Prime Minister, Sir Anthony Eden, and Premier Guy Mollet of France said Egypt's refusal to accept international control of the waterway as a basis for negotiation "created a very grave situation." The statement said the two Prime Ministers had discussed and reached full agreement on further measures to be taken in view of the Suez crisis but did not disclose them. In Washington, the US President, Mr. Eisenhower, told a press conference that the US would recognise the right of Britain and France to use force to keep the Suez Canal open if all peaceful means of settling the dispute were exhausted and if there was some kind of aggression on the part of Egypt. But, he added, he was certain the Suez question would be referred to the UN before any physical action was taken. Mr. Eisenhower made these comments when asked whether the US would back Britain and France if they eventually resorted to force to resolve the dispute. He said the US would never go to war while he was President unless Congress declared such a war.
