"Adopt online system to check tenders, sanction contracts"

To overcome syndicate monopolies, unavailability of tender forms "All organisations formed in the names of political party leaders should be banned"

Pondicherry: All India Congress Committee general secretary V. Narayanasamy has called upon the Public Works Department here to adopt an online system for perusing tenders and sanctioning contracts.

He told newsmen here on Tuesday that Puducherry Congress Committee leader P. Shanmugham had introduced the Internet system to conduct auction to sanction licences to sell arrack and toddy when he was the Chief Minister six years ago. It had proved successful. Hence the PWD, Electricity and other departments should adopt a similar system of online finalisation of tenders while assigning works to contractors.

Mr. Narayanasamy said a group of persons under a syndicate had a monopoly and tender forms were not available to others outside the syndicate. To overcome this, the online system could be adopted to invite tenders and to finalise contractors.

He also said all organisations formed in the names of political party leaders in Pondicherry should be banned as the functionaries were laying conditions that only those becoming members of these units would be entitled to benefits of all welfare schemes.

This had caused hardships to the youth and those seeking benefits of welfare schemes of the government.
