UPSC candidates remain unsatisfied

NEW DELHI: Aggrieved civil services aspirants -- whose applications filed under the Right to Information (RTI) Act seeking information from the Union Public Service Commission (UPSC) on cut-off marks and model answers sheets pertaining to the Civil Services (Preliminary) Examination, 2006 have been rejected -- said on Tuesday that they were not satisfied with the reasons provided by the Commission for rejecting the applications.

In its rejection letter, the Commission has specifically mentioned that the information sought by the candidates formed part of the Commission's crucial secrets and intellectual property under Section 8 (1) (d) of the RTI Act. The Commission had also maintained that the information sought served no public interest.

The aggrieved candidates said the information sought did not constitute intellectual property as it was the candidates who had written the answers and the Commission itself had not generated them. "We have written the answers and we want to know whether they are correct or not," said one of the aggrieved candidates. The candidates, who are now exploring legal options, also pointed out that many State Public Service Commissions had been providing the mark sheets as well as the cut-off marks to all the candidates appearing for various examinations conducted by them.

"What is wrong in UPSC doing the same?" asked Sunil, another aggrieved civil services aspirant. He said that even in other elite examinations like Common Admission Test (CAT) and the pre-medical tests, the conducting bodies provide mark sheets to both the successful as well unsuccessful candidates.
