JAIPUR: The Rajasthan Government has decided to establish two new headquarters of Deputy Inspector-General (DIG) of Jails in Jodhpur and Udaipur to make the jail administration in the State more effective. Both the DIGs will have their jurisdiction over two divisions each. State Home Minister Gulab Chand Kataria, addressing a review meeting here on Tuesday, said the offices of the two DIGs would start functioning shortly. While DIG Jodhpur will exercise authority over jails situated in Jodhpur and Bikaner divisions, the prisons in Udaipur and Kota divisions will fall within the jurisdiction of DIG Udaipur. Mr. Kataria said the new jail buildings constructed as part of the prison modernisation programme would start functioning without waiting for their formal inauguration. While a new Central Jail has been built in Bikaner at a cost of Rs. 20 crores, other jails are being constructed in Bundi, Parbatsar, Anoopgarh, Sambhar, Karauli and Bandikui. The meeting, attended by State Home Secretary V.S. Singh and Director-General of Jails R.S. Chauhan, deliberated on measures for shifting the prisons in Jaipur, Ajmer, Udaipur, Bhilwara and Kota to the outskirts in view of their location in the middle of the city which was considered inappropriate on account of the security aspect. Mr. Kataria said the Urban Improvement Trusts and Municipal Councils in these towns would be asked to allocate suitable land outside the city for the jails. He also said action would be initiated soon to fill up the vacant posts in jails to improve their security arrangements. The Minister, reviewing the works of Prosecution Department, pointed out that the rate of conviction in courts had increased by 3 per cent in the offences under Indian Penal Code and 6.2 per cent in all criminal cases as a result of effective presentation by public prosecutors. Referring to the forensic science laboratories, Mr. Kataria said while a regional laboratory had been constructed in Kota, more labs would be set up in Bharatpur, Bikaner and Ajmer.
