HYDERABAD: The Government has set up two high-powered committees of senior officials to finalise bid documents, funding pattern and route alignment for the Hyderabad Metro Rail expected to cost over Rs. 8,000 crores. The Empowered Committee headed by Chief Secretary J. Harinarayana will examine technical specifications, structure of proposed Hyderabad Metro Rail Corporation, equity participation by Government and developer, guarantees and obligations on both sides and legal aspects. Other members are Chief Commissioner of Land Administration A. Raghothama Rao, Road and Buildings Secretary Tishya Chatterjee, Finance Secretary N. Ramesh Kumar, Municipal Administration Secretary S.P. Singh, Law Secretary V. Suri Appa Rao and Project Director N.V.S. Reddy.
Total transparency
"The Government has mandated the panel to achieve total transparency in selection of developers. It will also decide on one or more than one developer for the routes and whether to go for metro or monorail in old city," explained Mr. N.V.S. Reddy to presspersons on Thursday. Hyderabad Metro Rail Phase one will have a total of 66 km, Line 1: Miyapur to L.B.Nagar (29.8 km and 27 stations), Line 2: Jubilee Bus Station to Falaknuma (14.78 km and 16 stations) and Line 3: Habsiguda-Shilparamam (21.74 km and 20 stations). The other Coordination Committee will be chaired by Mr. S.P. Singh and will have Mr. Chatterjee, Central Power Distribution Company CMD Sai Prasad, RTC MD M.V. Krishna Rao, HUDA VC Jayesh Ranjan, MCH Commissioner Sanjay Jaju, HMWSSB MD Jawahar Reddy, Hyderabad and Ranga Reddy Collectors. This committee will look into land acquisition, shifting of utilities and provision of support services to implement the project with tight timelines. "It is a tough task but we are determined to stick to the schedule of grounding the project by January next," he said. Soon prospective developers will be given instruction papers and request for proposal documents, technical and performance specifications and concessionaire agreement. Selection of developers will be announced in December. "The Government is carefully studying different options for the global contract and biggest BOT project in the country," said the Project Director. Independent legal vetting of all the documents is being done by L.V.V. Iyer and Associates.
