New Delhi: The Supreme Court has granted bail to Mohammad Chand Mulani, retired Assistant Commissioner of Police, Pune, and a co-accused in the Rs. 2,189-crore Telgi stamp paper scam case. He was arrested on December 4, 2003 on a charge of receiving Rs. 15 lakhs as part payment for relieving the wife, daughter and brother of Telgi in the case. A three-Judge Bench comprising Justice K.G. Balakrishnan, Justice G.P. Mathur and Justice R.V. Raveendran granted the bail disposing of an application from Mulani against an order passed by the Bombay High Court rejecting his bail plea. The prosecution case was that Mulani was initially associated with the investigation of the case from the date of registration of the FIR till the filing of the charge sheet and he retired on August 31, 2003. A probe by the Special Investigation Team disclosed his involvement in the bogus stamp case. The Bench said that according to the prosecution the appellant was to receive Rs. 3 crores as illegal gratification and Rs. 15 lakhs was made as part payment. He had been in jail for more than two years and nine months. The trial was likely to take several years, as there were more than 800 witnesses to be examined.
