Renovated Collectorate to have electronic file movement

KANNUR: All the activities of the District Collectorate here, including public grievance redressal and welfare schemes, will be linked to the modules of a software. The modules can be activated when files pertaining to different activities come up for review. The new system driven by the software DC*Suite, developed by the National Informatics Centre (NIC) and the NIC Service Inc. (NICSI), will become operational on September 22. Chief Minister V.S. Achuthanandan will inaugurate the renovated District Collectorate, which was given a facelift under the Modernisation in Government Programme (MGP), on that day. The Collectorate here is the second in the State to adopt the system DC*Suite package of services, the first being the Palakkad Collectorate.

"DC*Suite package will function in full swing within eight months and the training for the staff will begin next week," said District Collector Ishita Roy at a press conference here on Tuesday.

Initially, the system will be functional in the computerised Public Grievances Cell at the entrance of the renovated Collectorate. According to the NIC officials, the software has 25 modules, each connected to different activities such as issuing arms and guns licence, public grievances redressal, natural calamity monitoring and suit monitoring.

In the initial phase, DC*Suite will introduces file monitoring and file tracking system to ensure that the files are moved electronically. All the 190 staff members in the Collectorate will be given training . "We are not going paperless with the introduction of the new system which envisages use of less paper in administration," said Ms. Roy. The renovation is estimated at Rs.4 crore.

Home Minister Kodiyeri Balakrishnan, Revenue Minister K.P. Rajendran and Health Minister P.K. Sreemathy will attend the function.

The District Collectorate built in 1960 was inaugurated by then Governor B. Ramakrishna Rao. Till the formation of Kasaragod and Wayanad districts, the Kasaragod, Hosdurg and North Wayanad taluks were part of the district. A touch-screen kiosk for the public to access information has also been set up. The connectivity between the Collectorate and the three taluk offices in the district envisaged as part of the DC*Suite system will be introduced in three months, she said. The village offices will be covered under the new system within 18 months. The Collector's camp office will also be connected to the Collectorate, she said.

The new facilities include seating arrangements near the entrance gate and a renovated conference hall with video-conferencing facilities, Ms. Roy said. Computers installed in each section and desk will help improve office functioning, she said. Each petition received at the Collectorate will be recorded on the computer, she said.
