BHOPAL: The elections to the Madhya Pradesh branch of the Indian Institute of Public Administration scheduled to be held on September 17 have been postponed. Some members had earlier complained to the IIPA Director that the last elections held in 2004 had been rigged by rejecting the nomination forms of many former bureaucrats, including S. K. Bagchi, former Secretary, Government of India, and S. K. S. Chib, former Vice-Chairman of the Central Administrative Tribunal (CAT). They apprehended a similar exercise this time round. On their demand, former State Chief Secretary R. S. Khanna was appointed observer for this year's elections. It is learnt that Mr. Khanna had reported some shortcomings in the election process that were also corroborated by some members, who alleged that as many as 172 names had been omitted from the voters' list and the total membership had been reduced to 159. Responding to these complaints, the IIPA Director deputed R. K. Tiwari, a Central observer, to further investigate and report the ground realities. Professor Tiwari visited Bhopal this past Friday, and on the basis of his report the IIPA State unit elections have been postponed by 60 days to ensure free and fair elections.
