`Apprehensions'

Gen. Musharraf has expressed "certain apprehensions" because of "unease" among intelligence agencies over the establishment of a joint institutional mechanism with India to counter terror. The remark exposes his lack of political will and surrender to the extremist forces of his country.

Though the proposal to establish a mechanism between two trust deficit countries is welcome, one wonders whether it is possible to expect sincerity from a country that has a history of dodging and backtracking and which continues to nurture terror modules in its territory. Will Pakistan hand over Syed Salahuddin, Tiger Memon, Dawood Ibrahim, and the like to India? And will it shut down all terrorist training camps with immediate effect?

Gen. Musharraf's support for the "war on terrorism" is suspect. He has isolated political leaders in Pakistan and killed Baloch leader Bugti; he is yet to give a clue on Osama's whereabouts. His misadventure in Kargil at a time when India and Pakistan were making efforts to normalise ties is fresh in our memory. All this should be borne in mind while setting up the proposed joint mechanism.
